Tammy Hornsby-Fink

As the System‐level Chief Information Security Officer (CISO), Tammy is responsible for ensuring the
Federal Reserve’s information security strategy, policies, programs, and incident response capabilities
remain effective and efficient. Tammy also leads the teams responsible for resilience, business
continuity, enterprise risk management, and finance for the Federal Reserve National IT. Tammy was
appointed System CISO in October 2019 and previously served as the Deputy CISO.
Tammy has been with the Federal Reserve since 2003 and has served in several leadership roles
within the Federal Reserve System to include Vice President of Payment Security within the Strategies
for Improving the US Payments System. She joined the Federal Reserve from private industry, where
she was a founding partner of an information technology consulting company. Tammy’s career began
in the U.S. Air Force where she served nine years supporting communications and computer systems
for the Department of Defense.
Tammy currently serves on the Board of Directors for the United Way of Greater Richmond and
Petersburg and participates in several industry groups advancing security and diversity.

Lisa Lee

Lisa Lee leads the Strategy, Signal, Industry, and Research (S2IR) team for one of the largest technology companies in the world, driving decisions to build, buy, or partner.  Her team develops strategies around emerging tech such as security for AI and quantum safe computing, supports the offices of the CISO, Security CTO, and Microsoft Research (security), and also works closely with venture capital/private equity firms. Lisa supports engagements with global regulators, advises C-level executives, and is a cybersecurity thought leader.

Prior to Microsoft, Lisa served as a Federal IT Bank Examiner, leading the teams that developed the first cybersecurity assessment tool and first guidelines for cloud computing. She founded/co-founded mentoring, networking, and student education programs for the Executive Women’s Forum and serves on the EWF Board of Advisors. Lisa was selected as a Woman of Influence by CSO Magazine and as one of 100 Empowering Women by Sigma Delta Tau.
